Employment contracts are negotiated between the school district and two unions. Oregon School Employees Association (classified staff) and Hood River Education Association (licensed staff). Two other staff types, confidential and administrative, are not represented by unions. Therefore, their employment terms are determined annually on a "meet and confer" basis.
