Employment contracts are negotiated between the school district and two unions. Oregon School Employees Association (classified staff) and Hood River Education Association (licensed staff). Two other staff types, confidential and administrative, are not represented by unions. Therefore, their employment terms are determined annually on a "meet and confer" basis. Below is a summary of the administrative salary schedule for step one this fiscal year.

Each elementary and middle school has a principal and an assistant principal (except for Parkdale and Cascade Locks Elementary Schools). The high school has a principal, two assistant principals, and an athletics director. Directors include special education, transportation/safety, facilities/operations, communications, nutrition services, and technology. Executive directors lead curriculum/instruction, student services, human resources, finance, and equity/family partnerships.
