English Language Development
The English Learners in Oregon Annual Report (published in June 2025) provides a comprehensive overview of the demographics, academic progress, and funding for the state’s multilingual student population. As of May 2024, nearly one in five Oregon students has been designated as an English learner at some point in their education. This report tracks key indicators of student success, including English language proficiency, graduation rates, and the Oregon State Seal of Biliteracy, to help ensure that Oregon’s educational systems are recognizing and celebrating the linguistic and cultural assets of all learners.
