    Background
    The Construction Bond Levy will address renovations, upgrades and added learning space at each of the district’s schools, which average 65 years old. Energy efficiencies will be addressed in EVERY school to save energy and cut utility costs. Taxpayers will pay $1.47 per $1,000 of assessed value for the 15-year life of the levy. A citizen oversight committee will assure that all bond funds go directly to projects approved by the voters.

    (Click here for more detailed information) Funds from this measure would provide upgrades, renovations and remodeling for every school in Hood River County School District (schools average 65 years old) and energy efficiency upgrades to reduce energy costs.

    1.  PROTECT INVESTMENT IN CURRENT SCHOOLS
    Make highest priority upgrades to address health, safety, modernization and cost savings at all existing schools.  Includes roofing, seismic upgrades, building security, replacing worn-out fixtures. (See detail on other side.)

    2. IMPROVE ENERGY EFFICIENCY & REDUCE ENERGY COSTS
    Analyze energy use in each building; replace lighting, windows and upgrade heating/cooling systems.
    Estimated Cost: $1.5 million

    3a. ACCOMMODATE GROWTH AT HOOD RIVER VALLEY HIGH SCHOOL
    Build classrooms; add gym seating; enlarge music/drama space to serve 150 additional students.
    Estimated Cost: $3.7 million

    3b. PURCHASE ENOUGH LAND FOR TWO FUTURE SCHOOLS
    Purchase land for future schools at current prices, using Land Acquisition Fund and bond proceeds.

    Estimated Cost: $1.85 million

    3c. MID VALLEY ELEMENTARY
    Replace 1937 cafeteria and gym with new cafeteria. Replace covered play area.
    Estimated Cost: $2.9 million

    3d. WESTSIDE ELEMENTARY
    Add three standard-size classrooms; add bathrooms.
    Estimated Cost: $1.6 million

    3e.  WY’EAST MIDDLE SCHOOL
    Build new music room with performance seating; remodel current music room (former 1951 auto shop) for classrooms to replace oldest portable.
    Estimated Cost: $2.6 million

    3f.  PARKDALE ELEMENTARY
    Add new library; convert existing library to computer lab.
    Estimated Cost: $740,000

    3g.  HOOD RIVER MIDDLE SCHOOL
    Replace music room (former 1950? bus barn); add science classroom
    Estimated Cost: $1.3 million

    3h.  CASCADE LOCKS
    Upgrades, including remodeling a classroom for added science lab
    Estimated Cost: $200,000

    CONSTRUCTION BOND LEVY TOTAL   
    $25.1 MILLION 15-year levy, SAME RATE AS RETIRED 1993 BOND
    This bond levy is at the same rate as 2007 property taxes, $1.47 per $1,000 of assessed value, or $226 per year on the 2007 average assessed property value of $153,647.
