HRCSD update on COVID-19 healthy and safety requirements

Governor Brown announced on Friday, June 25, 2021 through Executive Order 21-15 (https://bit.ly/3qAlXHX) that current Executive Order 20-66 (https://bit.ly/3dwkr49) would be completely rescinded by June 30, 2021. Executive Order 20-66 contains the authorities for the county risk level framework, statewide mask mandate, and business and other sector capacity and physical distancing restrictions, among other pandemic-related restrictions.

Governor Brown stated that decision-making regarding guidelines for school districts would be returned to the Oregon Department of Education (ODE) and Oregon Health Authority (OHA), with local school districts ultimately making final determinations for the implementation of those guidelines.

Along with Governor Brown’s announcement, ODE released the Ready Schools, Safe Learners Resiliency Framework for the 2021-22 School Year (https://bit.ly/3hh3zj0), which also pertains to summer school 2021. The Resiliency Framework strongly recommends that students and staff, regardless of vaccination status, continue to wear face coverings while indoors and to maintain at least three feet of physical distance wherever possible. Other health and safety measures such as frequent handwashing and using hand sanitizer, covering coughs or sneezes, and avoiding contact with people who are ill are still expected.

In addition, schools and district buildings will still have to maintain isolation procedures and conduct contact tracing if there is a positive COVID-19 case. Keeping accurate attendance records for students and keeping sign-in procedures for staff and visitors is essential.

Given this announcement and update in guidance, HRCSD will be implementing the following changes as of Wednesday, June 30, 2021:

  • Staff are not required to wear face coverings in district buildings, in school buildings, or on school buses when students are not present. 
  • Staff are required to wear face coverings indoors and on school buses when students are present.
  • Students are required to wear face coverings indoors and on school buses.
  • Staff and students are not required to wear face coverings outdoors.
  • Staff and students may still choose to wear face coverings even in situations where they are not required if they are more comfortable wearing face coverings. 

HRCSD anticipates additional guidance coming from ODE in late July and will provide an update with regard to expectations for fall 2021 at that time.
